GWACs, and IDIQs


Q. What does the term, “GWAC” mean – isn’t it any government-wide contract vehicle?

A.
 The term, “GWAC” is an acronym for an OMB-designated government-wide acquisition contract, meaning Government-Wide Acquisition Contract. GWACs are different than other government-wide contracts in that the term, GWAC, specifically applies to OMB-designated contract vehicles, as defined in the Clinger-Cohen Act. Alliant and Alliant Small Business are GWACs and GSA is the executive agent designated by OMB to manage the Alliant contracts.

Q. Who can use Alliant Small Business?

A. Any federal agency may use Alliant Small Business. However, before issuing a task order using ASB, the agency must first receive a delegation of authority from GSA’s Kansas City Small Business GWAC office.

Q.Isn’t it costly to use Alliant Small Business?

A. GSA charges agencies a Contract Access Fee (CAF) of only .75% for using Alliant Small Business. In evaluating ASB as a potential contract vehicle, buyers will want to consider a number of factors. For example, the cost of using ASB may be lower than the cost of making the purchase through an agency-generated contract vehicle. Another consideration is the speed with which the procurement needs to be conducted. As a
pre-negotiated contract vehicle, Alliant is quick and easy to use. Many buyers will find that they will save time
and acquisition resources using Alliant SB.  


Q. How do I know I will get a fair price through the Alliant SB program?

A. GSA carefully scrutinized all pricing submitted in response to its Alliant SB RFP. In addition, under the FAR’s Fair Opportunity rules, each individual Task Order Request must be competed among Alliant contractors unless FAR exceptions apply. Therefore, using ASB, customers get the benefit of pre-negotiated pricing, subject to
task-order level competition.


Q. Will my agency get credit toward its Small Business goal if it awards task orders under Alliant SB?

A.Yes, if more than 50% of the value of the Task Order is being performed by the prime and/or another
small business.


Q. When would I use Alliant SB instead of a GSA MAS contract?

A.In some cases, agencies will find that Alliant SB affords the buyer greater flexibility and expediency, especially in terms of purchasing a total solution requiring products and services which may not be available through a single GSA Schedule contract.
